That is the System ROM chip (part 7240 in the datasheet), the wire bridge shorts the A0 input (address line zero) to GND, which makes NO sense. Just watched the entire video... really *really* good work! :) :) We know it here, but perhaps you should add to the YouTube description that everything is based on the original sprites, graphics, sound effects, music and level maps? So it's not the CD image that is at fault. Though.. it may have incorrect header data (ie the TOC) that misdirects IsoBuster.
