Writing a ROM is certainly possible, but it's not simple. You'd need to clone almost the entire OS-9 OS and reimplement the CD-i file managers and drivers specified by the Green Book...

At present, the emulator does not support NRG files, only raw MODE2/2352 files (these typically have the extension BIN). Glad you're happy! Your ROMs are supported by CD-i Emulator (except for the MPEG functionality, for now as least). Still have to post that compatibility chart...

You could always connect a TV to your PC, of course :-)

IsoBuster extracts the files just fine as 2352 bytes/sector raw files; then just strip the CD-i headers.

I have tools to do this, but where should I put the images? Anybody have an ftp site to use?
