If I remember it correctly, the first version of the playstation needed some form of video adapter to be plugged in at the back of the console so it could play movies on the screen. That idea was shelved with the PS2 being able to play them right off the bat.

The Sega line sure had the same things going but I am not quite sure if the Sega CD actually played VCD in this case.

Amiga CD and CD32 are basically Amiga computers so at some level they will play a sort of video. The ps1, 3DO, and sega Saturn will play VCDs with dvc type of things. Many systems can play basic video if you were to hack it into a "game" loader program. Everything modern with a disk driver can play video.
