Is it true 'digital video on cd-i' performs a higher resolution than the regular Video-CD format?

Yes.

The Green Book specifications for Digital Video specifies a horizontal resolution of 384 pixels; the White Book specifies 352 pixels.

Digital Video on CD-i conforms to the Green Book specification.

So-called "White-Book capable" DV cartridges (all of them except the very early models) stretch the 352 to 384 on display; the early ones do not so you get a narrower picture with a distorted aspect ratio when playing Video CDs.
