CD-i filesystem

Hello,
I have question that you might help me
I have CD-i image disc (not game), some navigation software, I have managed to extract data with IsoBuster.
So my question is how I could create image with CD-i file system?
Maybe with Imgmaker? It makes CD-i filesystem, but how I could customize folders by myself?
I think I need to create master.dll or what?
